[Bug] Building a 2nd floor ignores building material requirements

I built a 2nd storehouse on top of my current storehouse and the 2nd floor storehouse ignored the wood material requirements. It looks like the 2nd floor building is considering the material from the bottom building in its construction.
Repro Steps:
- Build a storehouse with the proper materials
- Start to build a storehouse on top of the original one
- Build the initial foundation out of stone
